Overpopulation of pets is not due to breeders and puppy mills but to "backyard dogs;" accidental liters that are causing the problem as quoted in "Dogland: A Journey to the Heart of Animal and Dog Problems" (Skole, Jacki 2015).

Spaying and neutering pets keep accidental liters from happening. As a young mother and military wife, I remember our dog getting pregnant and having a litter of puppies. Thankfully we were able to give them all homes.  In January of last year Wake County Animal Center had to euthanized about 50 animals that it could no longer keep due to overpopulation. In July of last year it was over 100.
